PACHSA
PEER-TO-PEER PROGRAM

INTRODUCTION
This program generation is based loosely on the
"Peer-to-Peer Program for Community-Based Organizations" as developed
by the Pennsylvania Department of Community Affairs, Bureau of Human Resources,
as begun in 1989 to provide short-term training and technical assistance to
participating agencies. The PACHSA PEER-TO-PEER PROGRAM is expressly developed
to link PACHSA member-counties on a one-to-one basis for technology exchange.
This service is predicated upon specific request based on specific identified
needs of one county to be assisted by another who has a proven successful model
or methodology for potential replication.
SELECTION
County human service agencies or departments wishing to
participate in the program should outline their preliminary management
assistance needs in letter form to PACHSA. The Technical Assistance Committee
will be notified of counties to be assisted.
PROCEDURES
Under the Peer-to-Peer Program, a meeting will be arranged
between the TA Committee as assigned and the county representatives. The county
will be asked to describe and prioritize its technical assistance needs.
A search among existing members and the resources they
have identified specific to the request will be conducted. The TA Committee will
then designate, in conjunction with the requesting county, an individual or team
of "consultants" from among member counties to assist. Each team
member will have extensive experience in the area of request.
TIMETABLE
The requesting county, the TA Committee and the consulting
team will agree on a detailed plan and timetable to meet the agency's
needs.
There will be no charge to member counties for any of the
services being provided except to share extraordinary costs for material
reproduction, product purchase costs if any, and other ancillary costs to the
consulting team other than staff salary and expenses. It is anticipated that
availability of consultants will be based partly on the willingness of their
home county to release staff for the required/pre-agreed time. Necessary staff
travel and lodging expenses will be paid for by PACHSA with advance written
agreement.
NOTE
Assistance to be provided by the consultants may be
limited to management problems or general programmatic or client services
application procedures.
