2002 PACHSA STRATEGIC PLANAdopted - 12/01 The Association’s Strategic Plan guides the officers and staff in the performance of their duties. It sets forth the creative ideal toward which the Association strives in the vision and the overall purposes of the Association in the mission statement. The goals of the Association are identified and prioritized. Each goal is assigned a set of objectives, which are required to achieve the goal. The objectives are also prioritized. The Strategic Plan is a “work in
progress”, which is reviewed by the membership each year. The vision, mission,
goals, and objectives of PACHSA are reexamined and prioritized. The Operational
Plan is developed to specify which goals and objectives are to be the focus of
activity for the coming year, and to guide the application of fiscal and human
resources to complete the Action Plan. In
order for successful accomplishment of the Plan, we need every member county to
serve as an active member of at least one of the referenced committees. This
contribution may be met by the PACHSA Member or designated staff. Vision We envision for Pennsylvania a county-based, locally determined system for the delivery of human services that is recognized as
the
most efficient, effective and responsive in terms of continuous support of the health and well-being of all residents in their
communities. Mission To promote the development of a locally determined, adequately funded, cost effective human services system environment, which allows residents to reach their full potential as integral members of their communities. Goals To anticipate a changing environment in order to be in a position to influence positive systems reform as it impacts human services at the county level. 1. To advance outcomes/results-based management as a guiding principle for effectively directing change while assuring quality human services. 2. To promote the cooperation of efforts of counties and the state for effectively and efficiently consolidating information collection and management systems. 3. To identify and promote effective and efficient approaches for sound human services. 4. To facilitate the ongoing advancement of professional development and support for PACHSA members. PACHSA 2002 OPERATIONAL PLAN The following goals and objectives have been selected for highest priority for the 2002 operational year. The remaining aspects of the strategic plan will still guide the actions of the PACHSA officers, committees and staff, but those listed below will receive highest priority in terms of time and staff and financial resources. Goal 1 To anticipate a changing environment in order to be in a position to influence positive systems reform as it impacts human services at the county level. OBJECTIVES: 1. (Critical) Support counties in informed decision-making, planning and implementation of locally determined management of systems issues, such as Managed Care, FSSR, and child-serving systems as needed. ¨ Monitor the development of managed care in the "T" section of the State and Lehigh and Capital Regions. ¨ Implement Children's Policy
2. (Important) Explore the feasibility of improved transportation access to service for consumers, especially in rural areas of the state. Ø

Force 3. (Important) Facilitate the availability of PACHSA and its members to be able to respond to the emerging needs of a diverse and changing population. Assist county commissioners to meet these needs as they are identified. GOAL 2 To advance outcomes/results-based management as a guiding principle for effectively directing change while assuring quality human services. OBJECTIVES: 1. (Important) Build counties’ capacity to coordinate, identify, prioritize and measure desired outcomes of human services interventions 2. Provide training on different systems outcomes to PACHSA Membership. 3. Coordinate efforts with Technical Assistance Committee and CCAP MIS Subcommittee. Ø Training and Technical Assistance Committee GOAL 3 To promote the
cooperation of efforts of counties and the state for effectively and efficiently
consolidating information collection and management systems to support and
improve county business practices including those of human services. OBJECTIVES: 1. (Critical) Work towards a compatible system across categories, with non-county providers, and with relevant State departments. ¨ Take lead role in convening county information technology specialists to develop effective assistance to counties in development of information systems that are compatible between categorical programs at the local level and influence improved compatibility with relevant state data systems. ¨ Collaborate with Commonwealth officials from a variety of state agencies regarding ¨ information technology. ¨
Advise and coordinate with CCAP Human information technology
development. ¨ Promote common policy, system compatibility, and common data definitions with relevant state departments. Ø CCAP MIS Subcommittee GOAL 4 To identify and promote effective and efficient approaches for sound human services. OBJECTIVES: 1. (Important) Continue to facilitate cooperation and collaboration among and between human services and other systems. ¨ Continue efforts to build stronger linkages with statewide groups including CAO administrators, United Way of PA, Head Start Directors, Community Action directors, the Center for Schools and Communities, Penn State Cooperative Extension, Juvenile Justice and Delinquency Prevention, etc., and their local associates. Ø Board of Directors 2. (Important) Maximize local coordination for efficient and effective results. ¨ Support growth in coordination of county categorical programs, grant-funded programs and non-county related systems and providers. ¨ Continue and expand utilization of inter-affiliate liaisons. ¨ Participate in the DPW-DCED regional advisory work to expand homelessness assistance in the Commonwealth. Support and advocate for sufficient and flexible funding for CTC,
FSSR and other research-based program models which facilitate and address local
needs. ¨
Communicate with appropriate state agencies and collaborative
groups regarding related efforts. Ø

(Critical) Advocate for the sufficient funding in HSDF to increase counties' capacities for meeting local needs. ¨ Advocate for significant increase in HSDF to meet existing and anticipated demands, including services for low-income adults and families. ¨ Advocate for the use of TANF funds for counties to coordinate effective local responsiveness for successful implementation of welfare reform. Ø
Legislative Committee 5. (Important) Cooperate with PAIR and United Way of PA in exploring the feasibility of the 211 system. Ø

Group 6. (Critical) Seek a balance between protecting the privacy rights of individuals and the effective delivery of holistic services. ¨ Enhance the provision of human services delivery through training on confidentiality, ethics and HIPAA issues. GOAL 5
OBJECTIVES: 1. (Critical) Seek, identify and fulfill opportunities for PACHSA to utilize its expert capacity to transfer technology and best practice for coordination and improved effectiveness in human service administration, planning and delivery with national, state, and local policy-makers. ¨
Increase
communication with county commissioners, state administration and legislators
regarding the impact of the county human services system on local needs and fiscal resources. Ø
Board of Directors 2. (Critical) Increase opportunities for all counties to actively
participate in the benefits and shared responsibility of PACHSA membership. ¨
Offer
opportunities for new human services administrators to have direct contact
with experienced administrators from other counties. ¨
Recruit
additional Full and Associate Members. Ø
Membership Committee 3, (Critical) Establish the training agenda for members based on
county-identified training needs. ¨
Continue
to develop training in conjunction
with the quarterly PACHSA meetings to meet needs as identified by the
membership. ¨
Provide
CEUs (continuing education units) for PACHSA training events to meet
professional licensing requirements. Ø
